Looks like at least one Officer on the left.  Not sure who the man on the right is, different style uniform.  This was on Long Beach Blvd at Broadway.  Tom Healy's is in the background.  This photo circa 1910.

Believed to be Commissioner Sweeney in the top hat.  To his right, dressed as a police officer,  is a young Ed Steffen Jr, a few years later one of Long Beach's lifeguards but 5 years old in this photo!  Magnolia school is seen on the right side of the street with the new Central School under construction behind it.  The phone company building is visible on the left of the street.  This was the summer of 1928.
